Hmm. I don't think an ill-governed country can pretend to be a well-governed one. The people can tell. And even if they won't tell, their bodies will show the nation's true condition (like in North korea). Potemkin villages collapse in due time. I don't really get Confucius too though. Too simple and yet at the same time too dense.
hmm..it was an allusion. i was thinking along the line when a country tries to convince itself that it is out of [financial] crisis with smiling face. neither ill-governed, nor well-governed.
